Is it okay to hose my horse down (to get rid of manure stains, mud etc.) When its late fall/winter?
I live in Canada.
I will be spending the majority of the day at the barn most days, Is it okay to ride my horse for one hour in the morning then later in the day ride him again for another hour?
Is it okay to ride him for 2 hours? With regular cool down sessions between 'work' periods.

I would not hose a horse in cold weather, it will catch a chill. Just wait for mud to dry and brush it off with a stiff brush.
How long you can work your horse depends on a LOT of factors:
-How old is the horse?
-Is the horse in good health?
-What kind of riding will you be doing? Basic flatwork? Jumping? Barrel patterns? Trails? Indoor arena? Outdoor arena? There's a big difference between galloping your horse over hilly trails for an hour, and doing walk/trot circles for an hour .

A young horse in good health can do moderate work (w/t, short periods of canter mixed in) for hours at a time without a problem. Top endurance horses can trot/canter for 50 miles in a day. A fat, out of shape older horse with arthritis may be limited to an hour of light work a day, at most. There's way too many variables to say whether or not your horse is capable of any particular amount of work without a lot more details.
A properly trained and responsive horse can ride in a halter without any dangers. I would not attempt it with an unpredictable horse.

If your horse is fit enough, it's okay to ride for two hours, or to ride twice a day, etc. As your horse gets fitter, you can ride longer. If your horse is old, unfit, or unhealthy you can't, of course, but in general it's fine.
The dangers of riding indoors with a halter: You will not be as much in command of your horse with just a halter. If he chooses to disobey, you may run into another horse and rider. You may even knock the other horse down, stomp on the rider, and kill them. He could then buck you off and stomp you to death. Unlikely, absolutely. But anything is possible up to and including this. To say there are no dangers is ridiculous.

No, DO NOT hose your horse down in fall and winter during those cold climates. It would be like someone spraying you down in the middle of winter with cold water with a ton of clothes on. Your clothes would get heavy, then they would freeze and you would get sick or worse ... Unless you have a properly heated barn you should NOT be hosing a horse down in fall or winter in cold climates.

Washing your horse can be extremely dangerous when it is cold outside. They can suffer from hypothermia easily when wet. So make sure your horse is in a nice toasty room after being bathed.
It is important not to overwork your horse, it depends on how long your are trotting/cantering your horse to know how long you should ride. Be sure to have a long decent walking break between runs. Don't constantly make your horse canter. You may need to ask a horse instructer about how long you should run, or do a decent amount of research. Please keep in mind that if you overwork your horse, he/she will eventually get issues with their legs/ankles.

There are plenty of products out there that can help you keep him clean.
Riding wise ... horses can be ridden for 12-14 hours and more with breaks in between ... chance to eat and rest, and drink water.
So, 2 hours is nothing to a horse.
Riding indoors with a halter .... if your horse is fully trained to do so, then there should be no trouble. If he's never been ridden with a halter and he's not that well trained, you're asking for a wreck.
You should not own a horse. Period.
