No you don't need a license of any sort. You will receive a passport with the horse but that's more to do with keeping track of medications and vaccinations the horse gets.
If the horse is in Liverpool then you would either need to hire a trailer (if you have a tow vehicle) or a lorry and go collect or else there are transporters who will collect and deliver the horse for a set price, how much you pay will depend on how far, whether it's a shared load or private (ie if they only have your horse or others on the load). However Wigan is only 30 miles or so from Liverpool so I doubt you'd find a transporter who would do such a short trip. If on a livery yard you could ask if someone would be willing to go collect the horse, or if you've just bought it you could ask the previous owners to deliver, most dealers will deliver if needed.
Nope you don't need a licence to own a horse - though enough common sense to own one is always handy.

The horse needs their own passport, and that's about all you need to do in that area really.
I don't believe you need a license just papers of any kind. Their will be a law though around your area of how many horses you can keep per acre so i would definitely look that up
You need to show the certificate or whatever they gave you when you bought the horse for proof.
