It looks like an older Reinsman with that number 728. 728 is now the 3x5 Camrillo lifter bit. This looks like an argentine type bit with a little gag to it.
It's not a snaffle, it's not gentle, and it's not 'less than a curb'! It is a Tom Thumb, which is a curb bit, only this one is worse than other TT's because of those vicious squared cannons, and sloppy mouthpiece/shank connections. Not only does it have the compound leverages and sloppy lack of clarity of a typical Tom Thumb, those square cannons have a sharp edge that will dig into the bars of the horse's mouth like a knife edge.

If you dislike Tom Thumb, you'll hate this one!

One more time, the definition of snaffle is 'having rings instead of shanks, lacking leverage'. It isn't 'jointed mouthpiece'. The definition of a curb bit is 'having shanks and a curb strap'. This and every Tom Thumb is a curb bit. It is harsher and less clear than a rigid curb bit, because of the multiple joints in the mouthpiece and at the shanks. It folds with a nutcracker action on the tongue and bars.
I would call that a long shanked tom thumb with some give to the mouthpiece. The mouthpiece is broken like a tom thumb, it has shanks, and the shanks swivel. It is simply a pretty and differently made tom thumb. I think this would be a good bit if you have a more advanced horse and you need something a little less than a curb to train in.

I can see a signature from the maker on the left inside shank. If you look that name up you may be able to find how the bit was originally classified.
It's a Tom Thumb with a very, very small gag effect. When a bit has a gag effect that is that small, it's pretty useless in my opinion (not the bit, just the gag effect). pets question and answers,www.5d2d.com

I like gag bits like Quick 6s and Wonder Bits because the horse has time to react to the bit before the gag is full engaged. It teaches the horse to respond to very light cues. It does this by allow the mouth piece to slide up the gag, when it reaches the top the bit is fully engaged. Most horses learn to react before it reaches the top. But a bit like the one you posted has such a small gaga effect that it it will reach the top of the gag almost immediately giving. Which is why it functions the exact same way as a Tom Thumb.

A lot of people call bits like these Junior Cow Horse bits, but really, they have the same function as a Tom Thumb.
I would like to know the answer to this one too as i have a bit with the same shank and everything just a different shaped mouthpiece and i can't figure out what it is!! it came with a bridle that i got a really good deal on ...
Looks similar to an Australian snaffle bit.
it looks like a tomthoub to me
