will the barn hire you?? maybe for feeding, helping with camps/lessons, mucking out barns, etc.
you could do a pet-sitting service. I charge $ 10/per visit for cats, and $ 15/visit for dogs (which is usually 2X a day) you would feed, and walk. you can also pet sit bunnies, rodents, frogs, whatever else. you can charge extra for watering and taking in mail too. it works really well
Well you could;
- If you know how to train a horse, then you could offer miniature horse training. (Please don't act like you can train a horse if you just know how to ride a horse, it doesn't work like that ...)

- Newspaper delivery person - I saw in the newspaper, they pay more money now.:)
- Go to your local barn and ask them if they will accept you to be hired there. Usually they will make you; muck stalls, bath horses, feed/water horses, lunge horses, etc.
- When it's winter, go ask people if you can shovel their driveways
- Walk neighbor's dogs
Good Luck!

Would the barn hire you? I'm a bit bothered that they are offering to sell you a horse without knowing if you will be able to continue to afford his care. On top of board there are yearly vet fees, regular farrier bills, and possibly veterinary emergencies to consider.
Then there are supplies and tack that all together cost an arm and a leg ...
Would the barn be interested in a leasing situation instead? Have you spoken to your parents about this?
When I was 14 I worked at stables doing barn chores to pay for my lessons, on top of the money you can learn a lot from being around so I think that would really be best. At 14 its illegal to employ you, so honestly you don't have too many options. Delivering newspapers is one, but you would need your parents involved in that due to your age. Babysitting and pet sitting are other options you can try. But to be honest, again , you don't have a lot of options and without some sort of stable (in the sense of unchanging, not a barn) employment or your parents backing you it wouldn't be a good idea to own a horse at this time.
