how do you control bacteria blooms and levels of bacteria?

4 days ago i done a 30% water change added salt, water conditioner, bio boost, and water clearifier and my water cleared up a little bit but then got worse a day or two later. What should I do next?
You didn't mention what kind of tank you have. The only thing you need to add to the water is the conditioner. If you just recently started the tank then you have to let it cycle. Within the first week of the cycle, you will have your first bacteria bloom. This is the "bad" bacteria. During the second week you get the second bacteria bloom. This is the one that is beneficial to the tank filter, water and fish, It is this stage that you should be testing the water daily to check for ammonia, nitrites, nitrates, and Ph. If the reading for the ammonia and nitrate are elevated at all then do a 25% water change. Don't forget condition the new water. When you start testing and the ammonia and nitrites are at zero and the nitrates are no higher that 20ppm then you can start to add fish slowly. Two at a time is good. Don't forget to quarantine your fish for 2 weeks in your hospital tank before adding them to the main tank,
Stop adding crap (apart from water conditioner) and let the tanks cycle settle down. pets question and answers,www.5d2d.com

Once you get the tank running as a stable ecosystem the amount of bacteria in there will match the food supply. Right now there is an imbalance between the amount of bacteria and nutrients in the water, so you get the bloom and cloudy water.

Not sure what stage your cycle is at, but you need to give things time to settle down.
