How much power would this use, and how much would it cost to run a year?

2 x 5w Filters
1 x 1w light (on around 7 hours a day)

That's impossible to answer without knowing the average room temperature, the temperature wanted in the tank, heat loss from the tank to name but a few.
About $ 30 - $ 50 a year with just a guess. The 5w filters and the 1w light will prolly take all year to reach $ 2 in cost of electricity. The two heaters are 100w each which could cost up to $ 15 a month to run or it could cost as little as $ 2 to run. It all depends on what temp you have them set at and what the room temp is. When it's hotter in the room and the heater is set to a low temp then the heater may never even have to come one. If you have the heater set at a higher temp like 80-82 degree then it could be on as much as 12 hours a day or even more when it is cold.
