Film on water in fish bowl?

  Ok, so I just moved with my fish and now I'm having problems. At my old house, we had spring water from the tap and I always filled my beta's bowl with that .. no problems. Now I have moved and no longer have fresh spring water. In order to avoid upsetting the fish I am using the closest thing to it, spring water from the store. When I filled up his bowl, the water was perfectly clear and clean. The next day, a milky-colorless film covered the top of the water with several little bubbles. I tried rinsing the bowl and replacing the water, but still got the same result. What am I doing wrong? The fish doesn't seem to mind, but it makes the bowl look dirty .. even though I just cleaned it! PLEASE HELP!!
The film is bacteria. The only way to get rid of it is to add surface agitation. You could add a pump and an airstone to your bowl, but depending on the size of your bowl the current would probably upset your betta, so you might just have to live with the film on the top. It's harmless to your fish. The other thing you can do is add small floating plants like duckweed or amazon frogbit , if you have a good source of light. Hope this helps!
Are there rocks or gems at the bottom of the tank? if so, those need to be cleaned to get all the old poopy, food, leftovers. (same with plants in tank) pets question and answers,www.5d2d.com

If not, the spring water from the store usually is clean and wonderful for fish. Does it look like bubbles forming at the top? Those could also be eggs, but from the description it doesnt sound like that. If needed there are fish that eat that kind of stuff, and could make good friends for your fishy!

That is part of the reason all fish need a heater. Betta's don't like still water or fast moving water. A Betta also needs 5 gallons with a heater. Get a 5 gallon and do 25% water changes once a week. Never do a full change unless it's an emergency. Throw the bowl out. They are death traps and NOTHING can live in them ...
it's just protein. just move the surface of the water around. it won 't hurt the fish. they actually have equipment called protein skimmmers that move surface water around to avoid the protein buildup. if you make change the water once a week, the fill will be fine.
seriously why don't you just buy tap water conditioner.
