ive got 2 common goldfishes about 1 inch goldfish in a 10 gallon tank and there always swimming at the top. This is driving me insane cause ive been changing the filter cartridge every 3 weeks and i changed the water every 2 weeks i have an airstone in there so its definetly not oxygen deficiency, there always breathing in all the bubbles from the airstone and the filter
I am so frustrated cause now one of the fishes has a white spot and his eye is starting to get unusllly large and also they started to just let there bodies be swept by the current

Even being small they put out quite a bit of ammonia and if your tank wasn't cycled to break down the waste it will turn toxic fast. So basically even though you have oxygen going in there if you're only changing the water every two weeks they absolutely are oxygen deprived.
The white spot, eye getting unusually large (which sounds like the start of pop-eye) and letting themselves being swept by the current are not good signs at all, and all due to water quality issues.

If they make it through the next 32 hours or perk up after the water change keep it up. At this point you can replace a few gallons every day for the next few weeks. If you're using tap water, a water conditioner will be needed to make the water safe before it goes into the tank. Rinsing the filter in tank water after you do a water change is the best way to do it. Any beneficial bacteria is being thrown away every time you change it
But what you're dealing with are 2 small pond fish that will grow to massive sizes and need to re-homed to a very large aquarium or a pond very soon

Common goldfish require about 40 gallons for one and 20 extra gallons per additional goldfish, so it could be ammonia poisoning. Also, by changing the filter cartridge, you are not allowing beneficial bacteria to grow. For them to get a full, healthy life, you will need to buy a bigger tank, you can find much cheaper ones on craigslist. Also, is they are feeder fish, they tend to have diseases because they are crammed into small fish tanks so disease is spread rapidly , buy them some anti-parasitic medicine and see how it goes, if they make it, you will definitely need a bigger tank. i hope this helps!
Your tank is way too small for two common goldfish so some of your issues could be because of that. One common goldfish should be kept in a 30 - 40 gallon tank so with two you would need a 60 - 80 gallon tank.

http://www .thepufferforum.com/forum/libr ... as the good bacteria is mostly stored on the filter media. You don't need to change your filter media every often until its like literally falling a part. You can rinse it out in old tank water if it becomes overly dirty.
If they are swimming constantly at the top then they could have bladder issues (lots of information on that if you Google it).
