How small is small?
The smallest tank I would keep fish in is 5 US gallons, and that would be for a Betta only.
Other small fish like Neon Tetras must be kept in shoals of 6 or more and therefore need at least 10-15 gallons or more, depending on species. Very active fish like Zebra Danios need over 20 gallons.
Very small aquariums are not suitable for fish!
If you ask what's the best automobile or best restauarant, you would expect it to come at a price. These are the best.
The celestial pearl danio, since you said very small aquarium. If you put some Java moss which is a very easy low light plant in with them, they will lay eggs and the fry will grow up in the tank with the parents. They are certainly jewels and the price for them reflects that.
In a close second place would be the glowlight danio (not glowlight tetra) and the spotted danio, small brightly colored fish that will spawn in a small aquarium and not eat their own fry.

Also to be considered is the clown killifish, Epiplatys annulatus. A pair or trio in a small tank are striking, but they are more demanding of water quality and need some live food.
With any of these it is possible to breed them and get back some of your investment, or if you spend some time and effort, you can give up your second job.
What exactly is the size of the aquarium? There are very few fish that can live in a tiny aquarium.
For a tank under 5 gallons I would suggest shrimp or snails (no fish should be kept in a tank smaller than 5 gallons). If the tank is 5 gallons I would suggest a betta (I disagree that the minimum tank size is 2 gallons rather 5 gallons) and/or ADF (Aquatic dwarf frogs) or shrimp.

I wouldn't keep any of these fish (neon tetras, white clouds, zebra danio, guppies, glow light tetra) in a small aquarium as all of them like to be in schools and you can't fit a school in a tank under 15 gallons. Also many of them have swimming patterns that require more space.
