I just bought the pump and filter kit from pets at home set it up fine however i dont know wether the valve cap is ment to be open so the bubbles are coming out the filter or closed so only a few come out?
Its been in the tank 10 minutes and hasnt done much so i presume im doing something wrong?

It is up to you whether the bubbles should come out. I let them come out most of the time. I have a filter feeding Bamboo shrimp that loves it. If you would rather not have the bubbles, and feel confident that there is enough oxygen present in your water you can plug the intake at no risk of damaging the pump. The current is enough without the bubbles for moving the water around.
