It is covered with a milky looking slime, the fish did jump out of the temporary tank it was in, during a complete water change.

This is a rare protozoan disease that causes a cloudiness of the skin. The best treatment is with copper at 0.2 mg per liter (0.2 ppm) to be repeated once in a few days if necessary. Acriflavine (trypaflavine) may be used instead at 0.2 % solution (1 ml per liter). As acriflavine can possibly sterilize fish and copper can lead to poisoning, the water should be gradually changed after a cure has been effected.
Raising the water temperature to 80 o - 83 o F for a few days has also been effective.
That sounds like "cotton fungus ..." A secondary infection usually brought on by stress. Look for images of it on google. If that is what it is, you will need to medicate him with an anti fungal med. The water is probably the initial culprit. Be testing it too, make sure the ammonia and nitrite are at zero, and the nitrate is below 40ppm ... Your local fish stores usually test it for free.

Now you have to go through ur Nitrogen Cycle again, basically the Slim is there to protect them and keep nutrients and electrolites inside their body, the chlorine removes it and stresses them out they cant breath wont eat and die.
I suggest adding more, overdosing wont make them sick under will, i did this once and the slim came off i got water conditioner and put alot in and hand mixed it for 1 hr moving the water around to keep them swimming and the new water to go through their lungs.
If u notice them laying on the floor then this is for sure what happened.
If you meant white SPOTS on them, its ick, but if it looks almost like slim on them and its white and its pealing its their skin, and you need to ad water conditioner, goodluck
