You mean Turtle. Tortoise are land creatures, they would drown very quickly in a fish tank!
And no, no turtles. Turtles get huge, are very messy and eat fish! Commonly sold ones like Red-Eared Sliders get over a foot long and need a large pond set up, with room to get out the water. Fully aquatic ones like the Pig Nosed Turtle get the size of a dustbin lid, and yes, will still eat smaller fish.

I think so. Is it a land tortoise or a water one? Because if it is a land it needs a patch of land to go up on.
