Yes the guppies will eat it, but only feed it as an infrequent meal and only to adult guppies. It is a lot less money than the same size container of tropical fish food for a reason, cheaper, harder to digest ingredients.
Goldfish food has too high a pH and too low a protein content to be suitable for guppies or most other tropical fish.
The alkalinity could overwhelm the digestive system of guppies that are still growing.
Yes it is okay but make sure you dont just feed them that feed them a varied diet to keep them healthy.
