That's just not enough light. You would need at least 4 of those to keep a bubbletip alive, and really a bit more light is better. They also aren't really suitable for a 20 gallon tank, since they may get up to two feet across and are very sensitive to fluctuations in water parameters. Water changes could potentially become stressors, and they would need to be done at least weekly to keep the water quality at it's best. These anemones are really best suited for larger tanks.
