Is My Green Spotter Puffer dying?

Is My Green Spotter Puffer dying?
I purchased a glofish a couple of weeks ago, bought a 1.5 gallon tank and everything. Shortly after my friend had to get rid of her puffer, and she gave it to me. Everything has been great with the two of them but today i notice PUCK (puffer) acting strange. It would just stay on its side touching the side of the tank until i would tap the glass, etc. then it would try to rush to the top of the tank but failed. Puck just kept swimming on the sides of the tank and try to reach the top over and over, then back to just laying there on its side. Puck looks seriously bloated and his skin looks flaky. I am soo worried I was just trying to help, but I don't wanna kill him. Anything advice would be a serious help, I plan on going to a pet store tomorrow and try to ask them as well. Thanks
In a 1.5 gallon? DUH! Both will die soon!

>GloFISH: are group fish and need 5-6+ per aquarium. They are VERY active and need 20+ gallons.

A Green Spotted Puffer in a 1.5 gallon? That is sad and definitely your issue. Does your friend know how you are treating the fish. She/he should of gone over it's care requirements with you. What is it doing with a Glofish?

You need 2 SEPARATE aquariums at this point. I'm talking 20+ gallons. A 1.5 gallon is nothing but trash as it is a deathtrap for all fish. A Betta requires the least amount of gallons and you can't even put that in a tiny 1.5 gallon.

Fish are expensive to care for and setting up just one 20 gallon could be $100.00 at least. Maybe this wonderful hobby of fish keeping isn't for you.
I don't mean to yell, but your tank is WAY too small. You need a 20gal+ and they need brackish water just google green spotted puffer and it'll bring up some care pages.
