Dragons can live in fresh water, though they tend to do better in brackish water. They will not bite you, but they can and will eat smaller fish - anything they can fit in their mouth, or THINK they can fit in their mouth. They're notorious for choking to death on fish that are just a little bit too big for them to eat. I bought my first dragon when it was about 4 "long and it cost me about $ 8, and I got two others for free when people realized that they didn't have the kind of setup that could handle them and asked me to take them.
If a dragon is a salt water eel then no it can `t live in fresh water.
