A 5 gallon tank has about a 16x8 footprint (128 area), and you can get the tank for about 15 bucks (will still need a hood, and filter) at Petco.

Technically a 5 gallon tank is already seriously overcrowded by just 2 comet goldfish. These fish get to be at least a foot in length and produce a lot of waste. Keeping them in such a small tank can cause health issues for them and means a lot more cleaning for you. I wouldn't keep the juveniles in anything less than 20 gallons, though as adults 100 + gallons is ideal. They should really only be kept as pond fish.
