I have a ryukin goldfish in a 48litre RiverReef aquarium with another, slightly smaller fantail. The bigger of the two is spending the majority of the time nose-down in a bottom corner and moves slower than normal, often bumping into plants and things and getting trapped where he wouldn't usually. I understand that this is related to constipation so I've stopped feeding them their usual sinking food and am switching to shelled peas sparingly.
The fish also has small bubbly looking spots on his dorsal fin, the just below it and on the tail. It looks almost as if those areas have been stretched a little bit, like a deflated balloon. I thought it was white spot disease and have been treating it with King British White Spot Control medication for almost two weeks and he is a little perkier than before and the spots don't seem to be so violent but they don't really match the description of white spot disease. What could this be?
I've tested the pH and it's a little low which I'm going to address and the temperature is around 22 degrees (C). I have also replaced the carbon in the filter.

you have to check the ammonia of the fish tank as well because that may be affecting the fish. It may be something called cotton wool, it's a goldfish disease that makes them have those bubbly spots on them and also affect their behaviour. to fix this you can rub iodine on the affected are, it works most of the time. if that doesn't work there are treatments at the pet store.
