No. It looks like your betta's coloring has some red tint to it. If it was fin rot, the fins wouldn't be together or like that at all. They'd be frayed and torn away. He looks fine, like he's relaxing in his home.:)
Would you mind telling me what size a tank/bowl he's in? That way I can better help you. It doesn't look at all like he's unhappy or sick to me.

No thats not fin rot if it was half his tail would be gone by now. Anyways just wanted to say that my betta looks just like that and his tail has a split like that too so you dont have anything to worry about. just make sure you dont over feed him ... i would say at most give him 3 pellets a day and he will be great. and wow you change your water alot more than most people do!!! thats great because they like fresh water. i have known people who never changed the water in the betta tank and there fish lived for 3 years!! so your fish will live for maybe longer then that. did you know that in the wild some bettas live in puddles!! i know crazy right but thats just the way they were made. They are a very hardy and pretty fish. you have nothing to worry about. he will be fine, just make sure you keep up the good work and you will enjoy your fish for years more:)
the pic isnt close enough but to me it looks like fin rot ... its not tht bad .. just start adding a conditioner to his tank and also add a medicine for fin rot .. hell be okay=)
