The best I have been able to find ends up being 12 cents per fish if you include the shipping. That doesn't leave much room for profit. How are other pet store owners doing this?
I have a 75G tank with 2 emperor 400s right next to a drain and water supply. Doing water changes will be painless and easy. I imagine I could keep quite a few in there safely if I do a lot of water changes.
Your best bet is to get six fish and hope they mate. This way it will have a millions babies and the mama fish will be happy but only until you feed them to some animal.
breeding might be your best bet. But if you are breeding then your setup would have to change some.
I'm not sure that there is a better way unless you are buying in extreme bulk or simply letting your other products make your profit and using feeders as a method to get people in the store.
Get the 6 largest feeding goldfish there are at the store. once they spawn (might be a while) you will end up with MANY goldfish. it wont cost too much. plus, use a large tank for better suvival rates. use bright lights! this will allow algae to grow and get the adults in a spawning condition.
