The minimum guidelines for each fish vary, depending on their potential size, schooling needs, aggression levels, waste output, etc.
The minimum aquarium size needed for Angelfish is 30 gallons. In that you can keep a single Angelfish. That's because these fish grow to be large, and they're tall as well as long. 2 would need about 50 gallons. But, you could also keep 3 Angelfish in 50 gallons.
Most Tetras need 20-30 gallons. This is because Tetras need to be kept in groups of 5-7 or more, and are generally very active fish. How many Tetras you could keep in a 30 gallon, by themselves, depends on the type . You would be safe with around 20 Neons, but only about 10 Diamond Tetras.

Then, you need to take into consideration how many and what kind of other fish you'll be keeping, and what sort of filtration you'll have.
The inch per gallon "rule" doesn't work for any fish except thin bodied, small fish, and that only works if you keep the fishes minimum aquarium size in mind.

This is why it's good to research each fish you plan to stock with. Once you have a clear understanding of a fish's individual needs, you'll better understand their compatibility with your setup.
10 gallons are hard to stock, as so few fish can be kept in so small a space. My very favorite stock for a 10 gallon is a single Betta, some smaller shrimp, and a snail.

Gallons is a unit of measurement for liquids. You can keep 2 or 3 angels in a thirty gallon tank. You could also keep smaller tank mates that need that amount of water as well, as long as there aren't too many of them that the tank is overstocked.
When people say thing like neon tetras need 15 gallons, they mean that a shoal of them need that much water. There are exceptions though. If the fishes are territorial for instance, and some fish need bigger tanks if you wan't to keep more than one in them, like Oscars and arowanas. So, the thing I mentioned earlier only applies to smaller, peaceful, and or shoaling fish.

1 betta, 8 neon tetras, 6 zebra danio, 5 cherry shrimp and lots of plants.
Or 2 or 3 angel fish, 6 corydoras and a male german blue ram cichlid with 3 females. (Male german rams are territorial so only one male is allowed in small tanks.)

Also you'll defaintly have room for one angelfish, but they are a species of chicild that like to live in schools of three or more. Are you talking about freshwater or saltwaterangelfish, if it's saltwater than my answer is incorrect.
many small fish can go in a 10 gallon. for instance i have 2 guppies, 3 platies, and 1 cory in my 10 gallon tank. but bigger fish like angels and bala sharks need bigger tanks. for an angelfish you want between 20-30 gallons for the first one, and then 10 gallons more for every additional angelfish. so if you wanted 2 angel fish, you would need a 30-40 gallon tank. bala sharks need even more space.
A 30 gallon tank could support a pair of angel fish. Other fish can be added, but they would have to stay out of the way of the angels.

Bala sharks in 100-150-200 whatever (there is a lot of debate on this) can be kept in groups of 5. With other fish, of course.
