I would go with the one at Petsmart, becouse Top-Fin and Wisper Filters are well known and trusted brands.
they are the exact same tank, but the one from petsmart comes with fish food it looks like. get the walmart one and buy a seperate container of fish food. you 'll end up paying about the same or a little bit more, but you'll get more fish food.
The only difference i can see is one comes with food and a small test kit apart from that no difference the choice is yours where you buy from and reviews are not everything except i would not buy anything living from pet smart but the tank should be ok
the petsmart one is slightly shorter (lenght) and taller (height)
