Wouldnt turning off the filter/oxygen kill beneficial bacteria and fish? Just to provide plants CO2?
Fish breathe oxygen, and exhale CO2. Fact
plants during photosynthesis, capture CO2 and release oxygen. fact.
plants during NIGHT breathe oxygen and release CO2. another fact.
so IF you want to stop the filter and the airing stone, do it during day.
if you have enough plants, they can supply the fish with enough oxygen.
the problem phase is night, when ALL living beings in your tanks need oxygen.
turning filter off will not provide your plants with more CO2.
if you want to increase the CO2 levels in your tank, you need to buy a special equipment, more or less similar to the soda machine. obviously, this is only used for fishless tanks.
if you have a co2 reactor, using an airstone will push out all the co2. i don't turn my airstone on except for the first day my reactor mixture has been put in (i change it every 1-2 weeks) because it makes too much co2 in the first 24 hours . you can't turn on the filter unless you have a super densely planted tank, and even then it is risky. i have a co2 reactor and i place the airstone that pumps my co2 under the filter, the bubbles rise and get spewed out by the filter current. it works pretty well. filters will not give out a ton of oxygen anyway so it really doesn't matter too much.
Never turn off the filter and air stone. Only at night or when you go out . Thats what I do. The plants should be fine. Plus if there's no filter, the fish won't have oxygen in their water.

Leave the filter and air stone running. Get some plant nutrients and make Shure you lighting is sufficient for the plants.
