It is just fine. But penguin tetras are shoaling fish and you just have one. However, if you add more the tank will be overstocked. Get neon tetras instead. Use blackwater extract or indian almond leaves to soften the water and leach tannins. Also, there shouldn't be water disturbance at the water surface during the day, as it will get rid of CO2 for the plants to make food. Only do this at light out when the plants are respirating instead of doing photosynthesis.

i don't think the first person knew it was only 8 gallons. you are defenitely fully stocked if not over stocked.
im not sure how big these fish get but i have a 30 gallon and 10 gallon tank and sadly your tank looks to be a little overstocked. btw i absolutely love ur plants and decor great tank!!
