I have treated for fin rot and now fish gasping for air?

I have a gold fish and 2 danio fish in a 14L tank. The goldfish has not been happy for about a week, clamped fin, swimming under the filter. Then I noticed it had fin rot. I treated the water today with some fin rot treatment and have removed the filter as per instructions and now the goldfish is at the surface of the tank sucking in the bubbles. What should I do?
You don't remove the filter you remove the carbon if there is any in the filter never ever remove a filter

Your goldfish is in a 14 litre tank if its common they can grow 2ft you have got ammonia and nitrite in that tank and medications need a filter to keep the water circulating put the filter back in and check your ammonia and nitrite you also did add the right dose of treatment many people i have come across have over dosed there fish and they have died
its normal for goldfish to suck air at the top its wat they do put never remove a filter with a goldfish just the carbon (usually in cartrage) i reccemened changing 25% of the water and put a little salt in to kill parasites and wat not
I totally agree with Vicky, do a partial water change and put your filter back on, you have basically starved your fish of oxygen.
Do a water change and put the filter back on.
