Are bettas suppose to have gold flecks around their gills an

  I am worried my newest betta may have velvet. The tank that he is in (equipped with a filter, heater, 2 gallons, and aquarium salt) previousley housed my other betta with velvet. Right now he is at petsmart being treated for it. Anyways, after taking the sick betta out of the tank, I soaked everything that had touched him in hot water with a little bleach, then I dried the equipement off as best I could, and let it air dry until the bleach smell was gone. I'm thinking about giving it another soaking though just to be sure. Back to the real question, is it allright for him to have shiny, goldish flecks around his gills and a little below his mouth? If not, seeing as that could be an early showing of velvet, would frequent water changes and adding aquarium salt prevent it from spreading? My parents are in vegas and won't get home till thursday, so I wouldn't be able to head out to petsmart.
