Do you live in a rural area where there are herons because they're the type of birds that usually steal fish but if you live near a seaside location then it would probably be gull and terns.
It could be turtles. Please don't hurt them it is just in their nature. If you are annoyed with it call the ASPCA and ask if they could remove them. Or there could be ducks in your pond. Their natural prey is fish. They are millions of explanations. Some one could have got a net and removed them at night. It also could mean that they could be buried in the ground lurking. Fish are crazy creatures and will do this sometimes.
Do you live near a forest of a good place for animals to hide in? Maybe a raccoon came and ate the fish. I had the SAME problem with my fish ... The raccoons just take fish out of the pond .
Possible suspects:
-Birds
-Raccoons
-Bears? (Probably not)
-HUMAN! (Pretty unlikely though)

I would check your area for pedobears. When wild pedobears cannot find children to satisfy their hunger they often turn to more conventional foods.
Cats rather chase rabbits or birds, so the other posts might be wrong . Raccoons are your problem. they love fish.

A big one of them can eat a LOT of fish and still fly away.
