I don't think so. I think air pump is to aerate the water to give your wish oxygen. The filtration system cleans and filters the water.
No. It only feeds air into the tank. A filtration system actually needs a pump, usually an air pump, to operate.
An air pump is much different than a filter.

An air pump: pumps air into your fish tank. Allowing enough oxygen to be in your tank, letting your fish breath.

You need a filter for any fish tank setup, an air pump is not necessary. As long as the surface of your water is moving and there is surface agitation an air pump is not necessary.

Short answer, no. You must have a filtration system in a fish tank (save a betta tank). An air pump is no more than a show piece at best. "But it oxygenates my water!" Yes this is true, but so does a proper filtration system. Just make sure you buy a system that can adequately move your amount of water.
It depends on what the air pump is attached to. If there is just an air stone on the end then no it isn't the same as a filtration system.

However, there are filtration systems that do run off of an air pump. If the air pump is attached to an under gravel filter unit or a separate plastic filter container that sits in the tank and contains some form of filter media (usually carbon, a sponge and possibly biomax). Most people use power filters or canister filters these days as under gravel filters have developed a bit of a bad reputation - which, pardon the pun, doesn't always hold water. An under gravel filter can filter your tank well and sufficiently it is just not as always, as straight forward as the other options.

Anyway, Basically an air pump is just a device used to pump air into different things. The air that it pumps can be used to power a filtration unit - such as an under gravel filter, or an air stone - which doesn't do any filtration.
