Actually, if you have her papers, she could have been drinking at age 3 since the roundabout age for cats are 7 years per 1 year of age. She turned 21 in human years at age 3!

Wow 21 in the UK it is the age we have a key to the door! Well that's the saying anyway, so she can have a key to the cat flap and have a beer (only kidding), your so going to need her records to prove her age, as you know cats they always look great in old age, no wrinkles!,
good point it doesn't say you must be human on the door does it! but why not have a drink your self to celebrate her birthday, she can look on and see you enjoy it, but her she must stick to her cat milk! wish her many more birthdays!
If your 21 year old cat can go get a state ID or passport and manage to go into a store and carry the beer up to the cash register and hand over some cash or a credit card, she deserves to buy anything she wants! (but I doubt she wants beer. She might decide to stop by the supermarket meat section for some boneless skinless chicken breasts.)
