He could have some sort of infection that has caused his vocal cords to paralyze or he could have some kind of obstruction. You really have to take him to the vet. I know it is expensive but your responsibility as a pet owner is to ensure that your animal is safe and well. He can't do that on his own, he depends on you.
It could be few different things, Could be that he swallowed something and got stocked on his throat or could be fur ball. Try giving him Vaseline, PETROLEUM JELLY for the fur ball, put size of a dime in his paw he will lick it, this will help with fur ball. If its not that the VET ASAP.
you need to take it to the vet.
You need to take him to the vet ...
What breed is the cat? How old is it? If you think it's something lodged in the throat, have you tried looking with a flashlight? Or feeling the throat for lumps? The reason why I asked about the breed is I have a Maine Coon and they are prone to throat and sinus infections which can cause his voice to go raspy almost like a whisper. I have taken mine to the vet numerous times for this, they treat him with antibiotics and it always comes back, so my vet suggest let him fight it off himself. If you think this is the case it shouldn 't last longer then 3-7 days. If you really fear that something is lodged in there there are vets who do payment plans.
