He is a year old and we've had him since he was a kitten.
My cat is the same way, she may comes to the door to check out who is there and pretty much takes off as soon as they go to pet her. She typically needs to check out the situation, get a smell of them before she will let them pet her.
don't let "strangers" (to him) just automatically go in for a pet, he needs to be approached (let him smell their hand before going in for the rub down) For many cats it may take a while and some don 't get out of it at all. After my cat was fixed she became very Lovey to everyone.

Cats have different personalities, just like humans do. We have two cats who are brother and sister. He is terrified of people and won't even let us go near him unless he chooses to come to us. She runs after people, meowing out loud to try to get them to purr her. She is so friendly she will wrap herself around any stranger and even climb up them to get purrs. There is no reason for them to be different, other than they were just born that way.

Most cats do get a bit more confident with age, although our poor cat is so extreme he has to be treated for stress every time a stranger comes near, and he is now 10 years old.
