I know it will not be like a dog but I heard their are cat breeds that are one person loyal to an extreme.
Get a six week old kitten. Keep it with you as much as you can. Keep it in a pocket or on your lap. let it sleep with you.You must be the only one to feed it, pet it, provide for its every need. Play with it. That is how to have a "one person cat".
siamese and himalayas are loyal, but they aren't submissive. cats never are. besides, every cat has a different personality. i have a male stray who's bossy and possessive and violent, but follows me like a dog and cries when i go to work and runs after me and calls me to come back, and runs to me when i do return and sits on my lap everyday all day and scream when i go to the shower and tries forcing the door open, and wouldn't stop staring at me and touching me and being close to me.
If you want a cat that acts like a dog, get a dog. Cats are not like dogs, they do what they want and they love you for feeding them and keeping them warm at night and that's it. Most cats that aren't feral are friendly and loving.
seriously? dude cats are their own person, they are not dogs who submit to dominance. cats are not pack animals they are solitary beasts with their own minds. yeah their loyal because you feed them and provide for them, your not gunna find a cat with those two qualities.
Every cat has a different personality. All of mine are domestic cats. I have had some that are extremely affectionate, and others who aren't. Don't count on a specific breed.

Try a Siamese, Norwegian Forest Cat or a Siberian.
None that I know of. Russian Blues tend to pick out one or two people that is their favs but no cat really fits your "description".
