He started acting weird about a week ago when he pooped on the couch instead of using the litter box like he just didn't want to get up, he did tht twice. Well he's an outdoor cat most the time and we put him out like we always do then today it started snowing so I looked and yelled for him all day, and he didn't come then I went outside to yell for him again ad he was laying in the snow like he couldn't stand up everytime he tried to walk he fell over, I brought Him in and warmed him up and his breathing sounds really weird it sounds labored almost like theirs mucus in his throat, and he's just laying there, he's been like that for about 4 hours. What on earth do I do, he's like 11 years old could it just be time for him to go?

You have done what was possible in your hands, but it's time to put him in hands of a veterinarian and let him determine his condition. Don't deprive the little animal from seeing a vet....:(

He needs to see a vet. It could be anything from a respiratory infection to pneumonia to something more serious that he contracted while outside. The labored breathing and lethargy are particularly concerning. If you have an emergency vet clinic nearby I'd take him now.

Unless he has a serious medical condition, 11 years old is still young for a cat!
