Actually if you want to be absolutely sure of knowing the eye colour it would be better to get an older kitten or a young adult cat. All kittens are born with blue eyes, then they gradually change. By 12 wks you have a pretty good idea of the general eye colour but the exact shade could change over the next months. So if a certain shade of green is really important to you, consider looking at 8-12 month old kittens or 1-2 yr old cats, they are still very lively and playful.

Anyway you can go and meet them, and you should choose not just on looks but on personality.

Really it is best for kittens to stay with their mama and littermates until they are 12 wks, they are much more ready to be independent then, better trained to use a litterbox, and they learn other things from their cat family like about not biting hard when playing, and about communicating with other cats. But shelters have so many animals that they will often adopt kittens out at 8 wks, which is not optimum but OK. But definitely you should avoid getting one younger than 8 weeks (actually I've heard it is illegal in Florida to sell kittens under 8 wks).

A kitten should be OK with dogs if raised with a dog that is not aggressive. Do some online research and talk to the shelter people about how to introduce a kitten to other pets and then make sure to closely follow those rules, it can make a big difference.
