I have a year old cockatiel that always trys to bight me when i try to get him off perch or out of cage. Ive had jim for almost two months now. He doesnt do it if hes on my bed or on a flat surface like a counter just those two places. Any ideas?

Your tiel is territorial and is dominating you. Move a little faster and do not give him a chance to bite you when you stick your hand in his cage. Make him get on your finger/hand and bring him right out just as if you really know what you're doing. They will pick up on any hesitation or lack of confidence in you so do it when you are really in a calm state of mind. Just remember to be determined and do not let him get by with anything since you are the boss.
