it will put one foot on my finger and sit there and other times it will get on my finger but when i move it he will get off and when i don't move it he will bite me a bunch then get off.

Never put your finger there and just sit. Put your finger in front of his legs and lift and bring him to you. He has no clue what you're doing if you just stick your finger in and leave it there. He will get frustrated and bite. I would too. Never be still while picking up a bird until the bird understands and maybe not even then. If he reaches down to bite, just give a tiny shake to make him stand back up to get his balance.
