How did your budgie escape? Was it the cage? Did you take him outside? Or was there an accident and someone opened a door or window?
Don't lose faith in your budgie, put up lost signs and contact your local shelter.
If you are going to buy a budgie from a petstore, petsmart is the best choice. Their birds are the healthiest.
If you don't want to buy from a petstore, or if that is unreachable, you should look up kijiji (if you are in canada) and ebay classifieds is you are in the States or elsewhere.
