Budgies beaks can turn in to 2 colors or also it called "cere", red or blue.

The red one is for females and the blue one is for males, so when it's time for budgies to get some eggs that red/blue changes to a dark red or brown for females and very shine blue for males, however, if it is male and it turned into some dark red thats means it is sick!
A brown cere (nose) indicates that the budgie in question is a female budgie and is ready for breeding. So their is nothing to be concern to be about it to as being bad to your budgie's health. pets question and answers,www.5d2d.com

Below is a link to a website that will explain it. It also has pictures of budgies that also have the brown ceres just like your budgie.

I had no idea about the two previous answers, but my budgie has that too.

Squirt flew into my backyard, and I saved him from the jaws off my cat, all in all.

We were afraid that she, (I guess!) Had a scab on her nose, but she has been living happily for 4 years since then. She's still here, healthy and chirping.
If its a female, it usually means its ready to breed or its breeding season.
