i got my two budgies on saturday, they have settled in nicely, found the seed dish, and are quite happy.
i am planning to make a popcorn toy to hang on the cage for them soon: D
but, they arent drinking?
why is this?

They may just not be drinking infront of you yet. Since they are new, they are not completely used to you, so they may be doing certain things when no one is looking.
Budgerigars are from the Australian desert. They don't drink as much as a cat or dog.
Seeing that you say that your birds are happy, means that they have become well adjusted. Don't worry about them not drinking, because chances are, they are drinking as much as they need. Just change the water every day (but if you find droppings, or food in the dish, then you should change the water immediately).
For the popcorn idea, it's great! Make sure you pop popcorn that has NO butter or salt. Butter and salt are bad for us, but imagine how bad it is for your little birdies. My cockatiel loves popcorn, he always makes a mess of it, but I can tell he really loves it.

Budgies do not drink very often but it important to make sure their water is fresh and the container is clean. If you offer them fruit and vegetables, which have been freshly washed they could get all the liquid they need from that.
I would suggest .. parsley (a great favourite with one of my birds), carrot, apple, pear, grape, lettuce ... really the secret is to try a little and see what your budgie likes. As I say one of my birds would follow me around the house for a nibble of parsley, others went for apple or lettuce. Just make sure whatever you offer is fresh, clean and removed once it wilting.
they are, it just looks like it doesn't because they drink so little. i've seen my birds drink water, they take like two sips per hour and you can't notice a difference at all. i only change the water when they drop their food in it.
If you observed them day and night and never saw them drink want take them to the vet or else they drink water but you never seen them drink ...
