I recently caught a white pigeon that was acting strangely in front of a busy street by my apartment. I looked at its eyes and it has a thick red ring around them. Is it something serious or not?

Hmm, the picture is kinda blurry.
Sometimes, that's the pigeon's breed. It also depends on where you live. White pigeons are different in America or Egypt or Russia.
Pigeons are also easily prone to eye infections. There are eye medicines you can buy for them. If you can, go see an avian health clinic (regular vets are terrible for bird health). All major cities have at least one. You can call ahead and check what the price is to have the pigeon looked at. Plus, it gives the doctor time to pull out the books for pigeons and figure out if it's the breed or an illness. Honestly, I would take the bird to the doctor to get a check up anyway. It would rest easier on my mind that the bird is safe because I can always pick up a few hours here and there at work to cover the cost of the vet visit. I would never want a bird's death and suffering to be because I'm cheap.
That's his eye cere - perfectly normal from what I can make out thru the blurry photo. This one looks to be a domestic, not wild pigeon. It also looks to be pretty dirty. Give it a chance to take a bath, give it some decent food, and a place to live and it should be just fine.
Yeah, I think it is! We have zillions of pigeons and none look like that.
