i have had these 2 budgies for a couple of months now and the lady my partner got them off said she never let them out of the cage and she never tamed them they will only allow my partner to put his hand in and not me the cage is not very big and they sometimes fight a little over food and such they are brother and sister and and have always lived together would it stress them out too much if i separated them then maybe i thought i could have more of a 1to 1 with them please no nasty comments i come on here for help not critism
My budgies are in the same situation. I have a brother and a sister budgie (both are untamed) in a cage around 36W x 36D x 50H, never out of the cage, (Well am not sure of the dimensions) and they are very happy. (I will wait for some more months before I let them out of the cage)
They were in a much smaller cage before and fought over food with the female pecking at the male bird and after they moved to the big cage they are happy but guess what the female will still peck at the male when she is disturbed. So I think fighting over food is natural and the siblings are just playing.

The cage you have is actually big and comfortable for 2 budgies.
Okay - Some options
Taming them inside the cage - This would mean that they first have to gather trust to let ur hand in and then u can try those step up commands etc. You can actually work on tamin them with 2 birds inside because each bird knows that he/she will get some personal time. I do this 1 to 1 conversation and the other bird doesn't disturb because he knows that he would be the next I would talk to.
Letting them out untamed -
You can open the cage doors, the budgies will not come outside initially .. I have spent several weekends in home waiting for the budgies to come out and fly but they did not. They were scared and sitting in one place. So I gave up the idea of letting them out, but if you are serious in letting them fly, then remove everything from their cage and keep it outside near the cage where they can see .. They will miss their favourite toys and eventually come out to get them! Hope this works. If it doesn't work out, please put all toys back in their cage: D, Sorry.

Yes ... yu definitely need a bigger cage. I have found that with my birds I could entice them with snacks .. . especially millet spray. If they were used to your friend, then they can also come round to you as well but it takes patience and they must get used to having your hand near them and trusting you won't hurt them
You say the cage is not very big so that could be the problem, have you considered buying a bigger cage as it seems your budgies might be stressed out due the lack of space, its like being locked up for them so the bigger space they have the beter.
i have two bugies my self and i would frist sujest that you buy a biger cage for one and second bugies like to have their own space remember they are a flock bird if they are male and female one cant live with the other so separating them is not a good idea since they have been around each other considable amout of time what i would do is frist get them a bigger cage and then at night time when they say it time for bed and go to their certain corner of the cage is just take a small blaket and cover them up and when you see them have a arugement cover them up let them work out their diffraces as long as you dont see any feather being pulled out or any bleeding they will be ok. good luck and enjoy them.
Ok first of all if they are brother and sister and have never been separated be very careful they do not mate.How sure are you one is male and the other is female.Secondly a bigger cage would help also you can try separating them but putting the cages side by side.Do they have leg bands.That is a good way to tell if they are brother and sister for sure.If the male has a light blue cree then he is male if the female has a light pink cree they are female.Watch they don't draw blood from each other if they are not getting along.Some times separating them into different cages but putting the cages side by side you can have some success in hand taming them and you can stop the arguing for a time, Then place them back in same cage and see how they do.Please give them plenty of seeds but not much sunflower seeds, plenty of fresh fruits and veggies or frozen in tiny pieces, give them lots of chew toys and news paper to shred.Be sure not to use the waxy adds from the newspaper.Also make sure their toys contain no led.The no no's for birds are no onion, no leaf lettuce, no avocados, no chocolate, no ceder , etc.
