are they very high maintenance? i work full time but am home on most evenings. i also have a cat and two chinchillas the chinchillas live upstairs in their own room. would it be ok for the cat to be wandering near the cage while im at work? also when i let the parrot out of the cage how do i get her back in? one more thing, are they quite clean animals, not smelly etc?

As for the cat issue - it depends entirely on the cat and bird. I'd recommend keeping them separate unless you're able to supervise.
Ringnecks are VERY high maintenance and require a tremendous amount of love and attention. I would not advise getting this type of bird. Maybe two budgies as a loving pair who can entertain each other. A ringneck can be like a little kid.
