My birds foot is red and he pulls it up as of late and cannot seem to stand on it.
Could also be an infection or usually on both feet bumble foot

You cannot do this on your own. It's a simple procedure, however if done incorrectly it can make the foot lame for the rest of the bird's life. Go to a vet ASAP.
They will make a splint for the bird made out of tape and staples. Very simple. Just to hold the foot in the appropriate place so it can heal correctly. They will probably give you a cone around it's head so it cannot pick at it ( without the cone the bird will rip the uncomfortable tape off in a second).
This is essential to get to a vet ASAP because birds heal QUICKLY. Which means they can also heal incorrectly very quickly. If you don't want that bird's foot to be lame (ie, not able to move it) then go to a vet asap.
