I'm not sure why someone would bring dogs into the discussion. But it is true that it's totally normal and harmless behavior. So long as he doesn't pick an item that is to rough that he irritates his bottom, leave him alone. Give the toy back to him. Removing "objects of his affection" will only lead to frustration and stress. Both of which can lead to health problems.
Give him back his toy and let him be! Mating with a toy if no real mate is available is normal behaviour amongst pets. Just take a look at this dog video, it certainly proves my case:

Get him a friend it is creul to keep birds on there own they need company of there own kind. The poor thing is lonely.
This is perfectly normal. I say, dim the lights, put on some soft music and some candles , and let the bird be.
