You don't need a licence for them.
Sunnies are really hard to find in Perth via breeders. They tend to want to keep quiet about what they have.
I have a sunnie but she was given to me. All I can suggest is checking out the Sunday Times, Quokka, & check out Birdworld. They're quite expensive at Birdworld but they always have them.
You can also ask the Perth avian vets for any reputable sun conure breeders.
