This takes LOTS of time and patience. Firstly, just get the birds used to your hand being in the cage near them until they learn to trust you, then slowly move your hand closer to the birds each time.
Second step is getting them to sit on your finger. If your worried about them biting you, start with holding a small solid stick, or even a pen and get them to stand on that until they get used to it, and then, once your ready, then you can use your hand.
Try to get them associated with standing on your hand, equals something positive. For example, everytime they stand on your hand, let them out of the cage (presuming theyre inside in a cage and not in an aviary outside) or give them a treat .
Once theyre out of the cage, place them straight on your shoulder and leave them there, dont annoy them or anything, they need to know theyre safe with you.
Thats about it, just be persistant and have patience. It could take a few days or a few weeks depending on the birds and the time you can spend with them.

Hey, I got a cockatiel that is 4 months old and before every time i use to put my hand in her cage she would hiss at me, so i started out with a stick long enough for her to sit on and i would put the stick close to her feet so that she will step on the stick and slowly pull her out the cage on the stick and then gradually try to make her step on my finger from the stick as if my finger were a stick and she finally got use to me, but first she would lightly try to bite my finger while trying to rub her belly but i would point to her and say "no bite" and she finally realize that i am no harm to her . they are easily to train, i love my bird and would not trade her for anything. but try the stick first and go from there to me that was easy.
I suggest getting them out every day.
But if they are all in 1 cage or more than 1 in a cage then it will take a whole lot longer. Also putting food on your finger and nudging it against it's tummy will work effectivley.
