Are you trying to train your budgies? If not, get lot of mirror toys .. I did not want to train my birds and they love mirror toys/swings/ladders .. So initially I bought these store toys .. Then I started giving them food toys .. Like a celery stalk inserted between cage bar .. My parakeets use them as perch and nibble the celery leaves.
Parsley or carrot leaves hanging from the cage top .. They enjoi pulling these leaves and eating them ..
My female budgie likes to destroy carrot stick. Thats her favourite activity ..
Train them. Use millet. Get a HUGE cage (idk if thats possible) play with them. Let them out of the cage. (Only if they ' re tame/trained never let them outside, they can get injured) hand-feed to get them used to you. buy them new toys and switch them around. give them new foods often. remember to be cautious of what they eat.

give them those pony hair clips, mine loved those.
start taming them, with millet, hand feed them too.
give them new foods,
buy toys
and try to liven them up. a happy bird is a busy bird
