He is a green cheak conure and loves my 3 pet budgies. He is a pet but looks as if he has escaped.
He is tame and we have been feeding him apple, banana and bird seed.
This is just my opinion, but I think you are the proud new owner of a green cheeked conure.
If you want to put a notice in the newspaper's lost & found section you should just specify "bird" found w/o the specific type so that anyone claiming it would have to give you at least that detail.
Translate escape --- usually means an owner was careless and/or irresponsible (imho). I would however suggest you keep this bird in a separate cage away from your other birds for 30 - 45 days (this is referred to as quarantine). The new bird could have unseen parasites or an illness that doesn't manifest for several weeks.

Lost Bird does not always=careless owner. I knew a man who DEARLY loved his African Grey and while allowing the bird his daily outing the bird flew up got caught up in the wind (something he was definitely not use to nor did the bird know how to handle this new flight he suddenly had) and needless to say after days, and months of frantically searching, crying, running countless ads and lots of praying his dearly beloved pet was never found. Maybe the person who found the bird was given the same advice you were and felt maybe the bird was neglected and didn't care to find the owner. Birds will mourn the loss of their FLOCK members as they see them and this could cause a lot of distress for that poor bird. I say you should do your best to find the people who lost the bird and then feel free to form your own judgment about what kind of owner they are. I know I would be absolutely DEVASTATED if one of my birds flew off and I take them out daily just to give them some freedom from the cage. I have outdoor perches they sit on and sunbathe and the LOVE IT. I do try to keep their wings clipped but you gotta know .. ... just one flight feather grows back that you may not realize and suddenly your bird can get high enough to catch that wind and be gone. I bet this owner is missing his bird dearly! Do what your heart tells you that you should do . As for me ..... I would run an add, post some fliers in the neighborhood and just put the word out to others around you, Thank you for taking the time to read my suggestion. Go to the site above and try your best to find the owner. I left my cockatiel with a friend during a hospital stay. His flight feathers grew during that time and he got away from her. I was devastated. He was such an important part of my life. And to make matters worse it was the week of our first serious snow storm in Colorado.
This conure was a HUGE investment to his owner and very missed I assure you. Take the measures to help him find his home before you accept him as yours.
Read up on the best food for it while heis in your care to keep him healthy, and I hope you find the best solution for the bird and his family.
My hand tame cockatiel managed to get out of a small open window when she flew into another room straight when that door was opened when some one went int that room thankfully found her TWO WEEKS later, 2 miles away, some old couple found her, i was so grateful
