Could be a young bird - I've never seen a small baby pigeon. I think they hatch out as big fat greedy birds!
Put him somewhere safe where cats can't get him, but if he is a baby, somewhere that his parents can ..
Offer him water - he may be thirsty
Offer him food - if you don't have grains, try fruit and bread
He could be a racing pigeon which has come down because he is exhausted and just needs a rest.
Contact local Vet/local RSPB/local RSPCA secretary, to find if there is anyone locally who can take him.
If he is ringed, he may have a number painted on his spread out wings. The Racing Pigeon Club can identify his owner from his.
Look for any injury to wing or other part of body. Could be a fledgling which is just out of the nest learning to fly and mom and dad come and feed it. They leave it in what they think to be a safe place. And the babe is to young to fly away from fear as it does not know it should be afraid yet . Also may not beable to fly yet. If there is no injury it could be sick as well. I would put somewhere close by but safe and watch from a distance to see if parents come. If not then put on gloves bring in put in box and call local vet who will hopefully have number of a wildlife rehabber you can bring this bird to and they can take care of it from there. Free for all wildlife. Vets sometimes take baby or sick or injured wildlife as well at no charge. Good luck.

If its a baby pigeon blend up bread untill its like a very fine grain. They don't hatch out big and fat, there very small. Check it hasn't got a ring around its neck (homing pigeon).
