Yep, that will work. Make sure you figure out exactly how to trim his nails, it could end up fatal.
They have veins in the claws, so make sure to trim little by little so the vein has time to shrink back up and you won't clip it.
it would, i use nail clippers,the type you use on your nails only clip a very tiny piece and at the proper angle,before you clip try a good strong piece of wood , first the tiel can do the mandibles and nails also , that way you do not have to worry about drawing blood if the tiel "jumps"

Yes it would, alot of different clippers work for birds. But make sure you only clip a little off because if you clip to far up the nail will bleed and that isn't good, oviously. I use human clippers on my birds nails.
